Bounty "cannot claim reward" test is broken

The event watcher is created [here](https://github.com/OpenZeppelin/zeppelin-solidity/blob/453a19825013a586751b87c67bebd551a252fb50/test/Bounty.js#L55-L80), but the test function never `await`s for the result; this causes the test to always pass.
