Make nice option work whem started with systemd

When starting OpenVPN with systemd, the nice option doesn't work as it's not allowed. Attached patch ads the CAP_SYS_NICE capability to the systemd service files to make nice work.

Would be nice if this could be added upstream.

This is patch LGTM. It adds the CAP_SYS_NICE privilege to the openvpn process when started via systemctl. This is less of a sledgehammer than what some of the other privileges we need to enable.

I'm not a developer and don't know how to submit this as PR with git. Can someone who knows git better than me please add this patch?

I have seen your mail, but you seem to be not subscribed to the openvpn-devel@ list, so it seems stuck in moderation. Need to check with the moderators. openvpn-users@ is not the list that feeds into our tooling.
