Rewrite the original CLI

Main Goals

• Use typescript
• Create a valid npm package that can be installed global or run via npx
• All the CLI request will go against the new API v1 (under construction). It is expected to mock all the request using nock
• The CLI will be more simple without interactive mode, but with the help commands and arguments as today.
• Probably not all the CLI current features from the MVP version will be migrated (planning required)

I think from the discussion we had, Visionboard will be a monorepo, with the CLI living there.
