Add a timeoutRandomizer plugin (script + README) that lets users specify min/max ranges for entries in control/timeouts.txt via timeout_randomizer.txt. The plugin registers hooks, loads settings, overrides Utils::timeOut to support stateful timers, and assigns random timeout values on timer initialization, reset, or each AI tick for stateless delays. It also handles reload/unload, reports missing timeouts, and validates range values.
