docs: add v0.3.0 release notes (preview)

Frames v0.3.0 as a preview / 试用版: PyPI shipping, Memory v2 (scope-
typed multi-tenant), and Phase 8 hooks (sandboxed dispatch + tamper-
evident audit log) are landed; BYOP HTTP sinks and end-to-end MySQL/
Postgres validation are explicitly held back to v0.4.

Includes:
- TL;DR with pip install + verify steps
- 3 new-feature sections (Memory v2 / Hooks / PyPI bundling)
- Improvements & fixes (incl. the wheel-was-empty bug we just fixed)
- Tests summary (133/133, no network)
- Honest "known limitations" list
- v0.4 roadmap teaser
- Acknowledgements (DB-GPT, RAGFlow, MemOS, DataFlex, CCR)
