the ssp-voot-groups-0.1.0.tar.gz file includes all the required libraries, i.e.: git checkout + composer step were done. You only need to extract this ssp-voot-groups-0.1.0.tar.gz in the modules directory of simpleSAMLphp, touch the enable file and configure it, see included README.md.
