Enable CIEL Bridge Match for all of CIEL's map sources not just LOINC

Primary driver is that this works for ICD-11 and LOINC (can hard-code this if necessary), but we want it to work for all of CIEL's map sources in a generic way, so that the map sources are not hardcoded anywhere and so that this could be applied to other "bridge repositories" in the future.

Dependencies:

• on a generic algorithm definition approach (see Implement generic match algorithm definition config for OCL Mapper #2301 )
• OCL Mapper support for repos not loaded into OCL, like SNOMED or ICD-11 (see OCL Mapper support for external target repo like icd11 #2303)

Bridge matching was enabled for ICD-11 in addition to LOINC, but we are missing two big criteria:

• Bridge matching should work for any of CIEL's map sources, not hard-coded to work for LOINC and ICD-11
• Implement bridge matching in a generic way that works with other "bridge-capable" repositories, not just CIEL
