Assert associated User's confidence when ingesting data from streams, feeds and connectors

When a stream, a feed or a connector updates or creates data, the associated user's confidence level shall be used.

Feed, Stream and connector must have an associated user.

When inserting data, the confidence level of the data is thresholded by the user's max confidence level, before being send to ingestion/dedup process.
