Inject still in Missing Content after fill Assets or Asset Groups

Description

Technical Injects with default values still in Missing Content after filling it with Assets or Asset groups.
Default values are not taken into account.

Reproducible Steps

Steps to create the smallest reproducible scenario:

1. Create a scenario with an inject from ATHPowerShellCommandLineParameter -EncodedCommand parameter variations with encoded arguments
   payload
2. Export/import this scenario
3. Add an asset with the bulk method
4. Status is Missing Content

Expected Output

Status should be enabled.

Indeed, the only case to reproduce is when importing a scenario.
So, the issue come from the import direclty.

I suggest to brainstorm on this issue depending on how much priority you put on it @jborozco and @EllynBsc .
