[Java][jaxrs-spec] evaluating withXml in enum and pojo for jaxrs-spec

Related to several issues for Java JAXRS and non working withXml configuration option.

This PR only fixes it for jaxrs-spec and only for enum and pojo (no more needed in our project and could not be tested).

Any help with extending for other jaxrs implementations are welcome - I will update this PR.

Otherwise this may be already a help for ppl with similar issues that can't find any other pointers on how to fix this in OpenAPI for their project.

The build failed due to a connection reset... the build should be restarted again later since this issue should not be related to changes in the templates.
