If the body provided for the api request is a just a string itself, don't try to convert it to JSON, simply submit the string.

Now that the first four patches from #14379 have been merged (#14434), I'm submitting four more for consideration. This time I included the updated test schemas, hopefully that will make it easier to tell where the issues are.
