[BUG] Strange Startup Sequencing Behaviour #294

Short summary
When no waits on startup sequence seeing time.cpp asserts and boot loop
Steps to reproduce
During integration we noticed this on the Columbia cube, that when we removed all of the waits in the startup sequence we were hitting a boot loop
First, we need to reproduce it, and see if its due to waits in one part of the sequece or at the beginign.
