Update and Shut Down Option Missing From Start Menu

Describe the bug

When an update is queued for Windows, the start menu gives the option to "Update and Restart" but not "Update and Shut Down." I initially thought it was a problem with Windows, but during my troubleshooting, I disabled Open-Shell and observed that the option was present in the regular Windows 11 Start Menu with no issues.

1. Click on Start Menu
2. Click on the arrow next to the "Shut Down" button

Expected behavior

There should be an option in the resulting menu for "Update and Shut Down" but this is absent.
