The organization already has a restricted `pypi` context, which now holds PYPI_API_TOKEN, so the publish job references that rather than asking for a second context. docs/RELEASING.md also records why the PYPI_USERNAME and PYPI_PASSWORD variables in that context cannot publish to PyPI: uploads from a 2FA account require an API token or a trusted publisher, and 2FA is mandatory for every account.
