Allow to define the default for new subscribers #2178

Is your feature request related to a problem? Please describe.
In some scenarios, e.g. when you have many resources/resource groups you may want subscribers to only select what's relevant. With the default set to "Subscribe to All Resources", subscribers will not untick but mostly subscribe to everything (and then complain about the noise).
Describe the solution you'd like
It would be good if status page admins can select if "Subscribe to All Resources" should be shown/ticket by default or if users have to make a consious decision.
