Adds severity and component dropdowns to bug report template.

Fields added:

  • Severity: Critical (P0) / High (P1) / Medium (P2) / Low (P3-P4)
  • Component: Backend / Dashboard / CLI / MCP Server / CI-CD / Documentation

These fields enable the auto-triage workflow to assign priority and area labels automatically.

Part of issue templates improvement for Autonomous Development Strategy. Closes #1210 follow-up.
