Make sure the tab ordering is correct inside the SectionPicker

Once OneNotePicker-JS supports passing tabIndices as a prop, we can pass ours in and verify the tab ordering is correct.

I've submitted a PR for this here: OneNoteDev/OneNotePicker-JS#7
Once that's been approved, I'll make the change here to use the new npm version, and the passing in of the tabIndex.
