Adds a new field to the
ArbitrumChainParams:MaxUncompressedBatchSize. This allows to configure new chains with a limit different than the default 16MB.This extension is accompanied with:
MaxUncompressedBatchSize()that is backwards compatible (for the default0value, it will fall back toDefaultMaxUncompressedBatchSize, i.e. 16MB)checkArbitrumCompatible()that forbids changing the initial value; we might however relaxing this requirement in the future, allowing for limit increasepulled in by OffchainLabs/nitro#3947
