V2 Executions Pipeline Self-Host Telemetry: System Resources

We want to collect data on the memory available to the process running Octopus Server, the number of processors available, and some dotnet garbage collection data. This will help us understand how resource-constrained a self-hosted installation of Octopus Server might be.
