[Bug] Windows installer missing OpenCL.dll

## Describe the bug
I was testing the GRASS official standalone windows installer of 8.4.1 on Windows 10 Enterprise and it failed, reporting missing OpenCL.dll. I copied it over from the OSGeo4W version and GRASS started to work. I don't have any idea where this needs to be fixed. I assume this is problem only on some computers.
