Add a script to auto sync libsumo and their dlls

Why is this needed?
current libsumo, libsumocpp.dll, libtracicpp.dll is from a pretty old sumo verision. should have an automated way to sync them based on whatever sumo version contributor/developer is using

This issue has been fully resolved with the following implementation:

✅ Automated Build System

Created build_libsumo.ps1 PowerShell script that:

• Automatically clones SUMO repository at specified version
• Configures and builds libsumo, libtraci, and all dependencies
• Copies DLLs and headers to CommonLib/libsumo/ directory
• Supports both Debug and Release configurations
• Preserves source clones for faster rebuilds

📦 Updated Libraries

• Updated to SUMO 1.22.0
• All DLLs organized in CommonLib/libsumo/bin/
• Headers in CommonLib/libsumo/include/

🔧 Usage

# Build libsumo/libtraci for a specific SUMO version
.\build_libsumo.ps1 -SumoVersion "v1_22_0"

# Build with custom install location
.\build_libsumo.ps1 -SumoVersion "v1_22_0" -InstallPrefix "C:\custom\path"

📝 Documentation

Added comprehensive dependency management section to DEVELOPER_GUIDE.md explaining:

• How to use the build script
• Where libraries are installed
• How to update to new SUMO versions

This automated approach ensures contributors can easily sync libsumo with their SUMO version without manual intervention.
