Keybind reverts on restart

Minecraft version:  1.18.2
Forge version:  40.1.84
Mod version:  1.18.0-0.1.1

I am able to change the keybind for Step-Up but it will not retain the setting after restarting Minecraft.  I have also tried removing the keybind, but it will still revert to H when Minecraft is started again.
