This PR adds comprehensive GitHub Copilot instructions to guide AI coding agents through the NGEngine development workflow. The instructions provide detailed, validated commands for building, testing, and working with this Java-based game engine built on jMonkeyEngine.

Key Features

Exhaustively Validated Commands: Every command in the instructions has been tested and timed to ensure accuracy:

• Core build commands with precise timing expectations (30 seconds to 5+ minutes)
• Test execution workflows with expected outcomes (300+ tests in ~14 seconds)
• Code formatting and quality checks (~20 seconds)
• Network restriction workarounds for limited environments

Critical Timing Information: Includes "NEVER CANCEL" warnings with specific timeout recommendations to prevent premature build cancellation, as builds can take several minutes to complete.

Environment Adaptability: Provides working commands for both full network access and restricted environments:

Technical Details
