Add checkbox to disable notifications

Add a setting to Toggler's settings menu that allows one to disable Toggler's "No match was found in..." notifications. These are normally triggerred when you activate the ToggleAction on a selection that does not match any of your configured toggles.

It can be named something like: "Enable no-match found notifications" (or "mismatch") and is ticked/enabled by default. A hoverover / tooltip will explain the setting in more details.

Alternatively, we could look into adding a "Don't show again" notification action to the "no match found" notification as another way to disable these notifications.

Furthermore, in general the JetBrains IDE has functionality for ignoring / muting a plugin's notifications, though it might still be nice to be able to mute only the "no match found" notifications.
