upstreaming - removing the option to inline contracts

remove the option to inline contracts as we need to wrap the contracts in a no ipa function until [GCCBug121936] is fixed

when making outline checks to cdtors bumped into a few issues :

• marking the contracts check function used can't bedone with 'mark_used' for constructors. Changed to directly set the flag as that's all we need to do for this type of function decl
• the name of the contract check had to be modified so it is not a name reserved for a constructor. This causes issues in the logging for the cxx2a, but that'snot fixed as we're abandoning cxx2a. Logging for p2900 works fine
• there was an issues with the cgraph checks for cloned constructors and contract checks. Didn't get to the bottom of it, but the contracts checks should not be in comdat groups to begin with. We want to keep these functions internal. Contract checks removed from comdat groups
