🤖 Bot: Implement chat bot

Description

Using Hugging face API to create a bot to start conversation with our community members.

Behaviour

• The bot should be able to have some basic conversation
• First test the bot on a dummy discord server
• The code and PR should follow the contributing guidelines of Nimbleedge.
