Support PQC certificates #5236

Is your feature request related to a problem? Please describe.
Currently it is not possible to use an ssl certificate that uses post quantum cryptography. So there currently is a possibility to store encrypted traffic and decrypt it later with a quantum computer.
Describe the solution you'd like
I would like PQC to be supported. This is supported by ngnix as long as OpenSSL 3.5+ is used, but this version is not offered in the Debian release the container currently uses (Debian 12 Bookworm). So migrating to Debian 13 Trixie should allow PQC to work.
Describe alternatives you've considered
I have not seen any viable alternatives. The other alternative would be to wait for the Debian release of the container to go EOL and then migrate.
