deploy and simulate eto via command line

to improve fixtures and test case deployment we need

1. remove deploy_fixture_commitments step from migrations
2. add command line tool so we can deploy and simulate etos one by one, all eto data should be specified in command line
3. add command line tool that will deploy all eto cases existing in deploy_fixture_commitments
4. should be callable via docker exec

the intention is to use those with backend fixtures and deploy ETOs with terms exactly as used by backend.
