dashboard: Threat Shield IP counter doesn't reflect banned IPs

Steps to reproduce

• activate ThreatShield IP protection
• make banIP ban a client

Expected behavior

• counter is incremented in dashboard, showing 1 ban in the latest hour

Actual behavior

• counter doesn't get updated
