Human in the loop support for while loop

There are 3 ways to achieve it

1. we can add a new step type for that
2. we can use breakpoint feature to solve it
3. we can add a new type of signal (human signal) to take care of it.

It seems option 3 is best as that can allow parameter passing from the signal.
