Mynnsfclay from joe in latest code without reversing composites in typedefs 2020/03/19 #14

This PR is to create a backup in NOAA-GSD/ufs-weather-model for Joe's MYNNSFCLAY code before reverting the change to the composites in GFS_typedefs.F90 (i.e. the idea to make them persistent).

No testing required. New/backup branch in NOAA-GSD/ufs-weather-model is called "mynnsfclay_from_joe_in_latest_code_without_reversing_composites_in_typedefs_20200319"

Currently the workflow fails on hera at the make_ics and/or make_lbcs step because the wgrib2 module is not loaded. A PR was accepted in regional_workflow to fix this problem, but the hash was never updated here in the top-level app.
