Fix Lambert Conformal Conic mapping in the write component on the sou…

…thern hemisphere (ufs-community#1087)

* Subroutine `lambert` in the FV3 write component has been fixed to do the mapping on the southern hemisphere correctly.
* CI fix
  - Docker container library updated. CI input data updated. Add chm_petlist_bounds.
  - Change gocart output file name for debug test
  - Changes for opnReqTest to also scan rt_gnu.conf
  - Change CI tests to noaero
