Point to hourly GEFS data for the ensemble LBCs #422

DESCRIPTION OF CHANGES:

Point to the hourly interpolated GEFS grib2 data for the ensemble LBCs.

TESTS CONDUCTED:

In real-time RRFS ensemble runs.

DEPENDENCIES:

This PR assumes the availability of the hourly GEFS data as specified in ush/config.sh.RRFS_CONUS_3km_ens.2022HWT.CYCL, which are generated using the GEFS time interpolation scripts at https://github.com/NOAA-GSL/GEFS_time_interpolation

Remove the hardcoded hourly GEFS data location in the previous commit and add the capability of user-defined EXTRN_MDL_SOURCE_BASEDIR_ICS and EXTRN_MDL_SOURCE_BASEDIR_LBCS for GEFS data on Jet, which can be defined in config.sh
Define the location of the hourly GEFS data for the LBCs

The interpolation is outside the RRFSE system, right?
Do you have a way to save the interpolation somewhere so other can checkout and use it?

Yes, the GEFS time interpolation is a standalone tool, outside of the regional workflow and the RRFSE system. I can create a new repo "GEFS_time_interpolation" at GSL and push everything to it. What do you think?

Just created a repo to host the GEFS time interpolation scripts at https://github.com/NOAA-GSL/GEFS_time_interpolation
