[Developer Issue]: Set up GHA to detect raw data changes

### Description

We need a GHA that monitors changes to the raw data files (e.g., within a data-raw/). When changes are detected, the action should notify us (e.g., via issue comment) to re-run the relevant R script (e.g., data-raw/ewe_nwatlantic.R) to update the data in the data/ directory.
