Get woking Jenkins Pipeline (file) from #2114 on EPIC's server from #2118

What are the requirements for the new functionality?

A GitHub Actions Dispatch can launch a CI and be realized on the Jenkins Server

Acceptance Criteria

The GitHub launched request for running a CI test on a PR is orchestrated by the Jenkins Sever in AWS and its counterpart agent on Orion or Hera.

Implemented a Pipeline using its matrix construct and was able to show mechanism will work on Orion and Hera once a Hera role account is ready and a Jenkins agent is installed there. Still have issues with using Cases as an axis with this matrix as Jenkins creates multiple builds causing the system to fail
