Create/Update Operational Forecast Files for GFSv17/GEFSv13 Ocean, Ice, and Wave Components

What new functionality do you need?

Operational forecast files are required to be added to GFSv17/GEFSv13 ocean and ice component and updated for GFSv17/GEFSv13 wave component. This issue was discussed with @aerorahul and @junwang-noaa and opened by their request.

What are the requirements for the new functionality?

This issue is to create operational forecast files for the new ocean and ice components. They do not exist yet. For wave, 3 new variables (i.e., IMWF, MWSPER, WWSDIR) need to be added to both gfswave and gdas files. For example, grib2 files under /lfs/h1/ops/prod/com/gfs/v16.3/gfs.20230924/00/wave/gridded and /lfs/h1/ops/prod/com/gfs/v16.3/gdas.20230924/00/wave/gridded. Gwen

@GwenChen-NOAA - @CatherineThomas-NOAA and I were just talking and we think it'd be good to have have it be a goal for HR4 to make sure we have all the required variables from your list. It'd be helpful to know which variables are missing for the various components explicitly, so that we know what needs to be addressed. You've already made this for waves and I can help make sure for waves this is updated.

All ocean and ice variables are selected from HR1 netCDF files, so they are already in model outputs. I don't know about grib2 files.

On HPSS it can be found here: /NCEPDEV/emc-climate/5year/role.ufscpara/HERA/HR2/Hurricane I also commented on where this is stored on the prototype spreadsheet for future reference.

@JessicaMeixner-NOAA, I don't see grib2 products for ocean and ice in HR2 on HPSS. Only netCDF files. They are the same as those in HR1.

this is because we bypassed ocean post in HR2, but you can use P8 run as an example (variable list are identical)
