Support S2SWA app in cycled experiment setups

Description
ATMA works for cycling, and S2SW supposedly works (pinging @guillaumevernieres to be sure), so we should be able to run S2SWA fully coupled in cycled mode and not just free-forecast

Requirements
Setup expdir and XML for rocoto with S2SWA app using rocoto python scripts

I think you need a S2SA app for testing WCDA for all the components that have DA. Waves is an useless resource hog and adds unnecessary complications to the workflow for the purposes of WCDA development at this stage.

There is an S2SA app in the ufs-weather-model (-DAPP=S2SA) already. Why not try that first?

S2SA should already be supported by workflow, except setup_expt.py doesn't for some reason. It should be simple to add it.

You should be able to use the S2SWA executable to run S2SA.

S2SA is now accepted by setup_expt.py.

While the config files support S2SA, it looks like we might be missing the nems.configure template for it. Opened a new issue #1592 to fix it.

@CoryMartin-NOAA @bbakernoaa After fixing a couple issues, now I'm running into a problem with missing emission data for the standard test case global-workflow is using. It is not in the glopara copy of emissions, nor is it in /scratch1/RDARCH/rda-arl-gpu/Barry.Baker/emissions/NASA/ExtData (which is where we copied them from). Could one of you extend the emissions dataset through at least a couple days past 20210323 (this is the day we have set for all our test runs to begin).

Specifically, it is failing on this file, but there may be more afterwards from other datasets that need to be filled in:

3: nf90_open: returned error code (2) opening ExtData/nexus/CEDS/v2019/2021/CEDS.2019.emis.20210323.nc [No such file or directory]

Soon we'll need to think about how this is going to work for ops and getting the data from (presumably) DCOM.
