Update the commit hash of land-jediincr for update global_cycle in Gl…

…obal-Workflow (#899)

This PR updates the commit hash from NOAA-PSL/land-apply_jedi_incr to
include the recent updates
NOAA-PSL/land-apply_jedi_incr#4, which remove
the checksum attribute to the modified variables during JEDI based snow
DA analysis.

This PR will contribute to
NOAA-EMC/global-workflow#2262 to get the
global_cycle into the global-workflow.
