fwswthru and coszen

The flux of short wave penetration through the ice is currently implemented in emc-cice5 and needs to be added to the fields exported by cice6.

The coszen of the zenith angle is also written and read to/from the restarts in emc-cice5; in cice6 this has now been added  as a namelist parameter.
