Overview

Jira ticket: PRMP-895

Description

Enhanced the document_reference_virus_scan_handler.py to include a document review processing step. This prepares the system for review workflows

Context

This change is essential to expand the virus scan handler's functionality, addressing the need for integrating document review processes directly.
