Overview

Jira ticket: NDR-365

Description

This change is to allow the title field to be optional on requests. This ticket only covers the pdm/core use case, as title is used to generate file_name which is then mandatory for LG.

Context

This is the FHIR standard for Document Reference. https://build.fhir.org/datatypes.html#attachment
