Migration Database Connection from File

Currently the database connection string must be provided as an argument to the migrate command. Support should be added to read this from database.yml if in the tree or provided.

The migrate command runs from the plugin folder and not the server so nfpm doesn't have access to database.yml we would need to add an optional server path parameter, or make nfpm migrate run from the server folder and takes a plugin path as a parameter.
