Release v0.5.0

I reckon we have a good case for a release - I'd say we can even have a major release but maybe let's not get ahead of ourselves, and just approach things baby steps - a v0.5.0 I reckon is a very good idea and also a necessity for the new PyActiveStorage - what do you folkas think? @bnlawrence @davidhassell @kmuehlbauer et al If no major objections I can prepare a release as soon as @jjhelmus allows me ownership of the PyPI project so I can ass NCAS-CMS as trusted publisher 🍺

release plan:

• we now have coverage measurement on, currently at 72% - not great, not terrible (props if you catch the reference) - passable for a v0.5.0 release
• we need @jjhelmus to allow me as owner of the PyPI project (then I can add David there as owner too)
• while Jonathan is helping with that, could I please ask @bnlawrence and/or @davidhassell to prepare a short few paragraphs describing the major changes vs v0.4.0 please
• once we have those then I will prepare a new tag and release on PyPI and conda forge
• after that we are ready for a PyActiveStorage release (first one in that case)
