This is follow-on to #167 to actually remove ION source and binaries from the ANMS images entirely. This also addresses #222 by using a different base image for amp-manager. Now no ANMS containers rely on systemd, only the testenv ones with ION.

This also removes compose file depends_on for the fake "builder" containers because that is a startup dependency not a build dependency and seems to have no effect on the build action.
