To test set `NEW_ACCOUNTS_ENABLED` to `true` and visit `/accounts-dev`
page.

To execute transactions [this
branch](https://github.com/MystenLabs/sui/pull/13124) of `sui` has to be
used and run locally since zk authenticator is not available yet
