This has seen considerable testing in private testnet at this point. The
one major issue identified (degrading narwhal performance) appears to
have been caused by the insufficient udp socket buffers identified by
@aschran - i test this code with his fix and there is no longer any
degradation caused by this change, and the improvement in consensus
handler utilization appears to be close to 2x.
