## Description 

Instead of issuing a split coin + transfer transaction for each gas
chunk we will now jut issue one pay_sui transaction which just requires
one coin. Also we will split off a coin from the primary gas coin that
may have contention from other stress clients to help reduce that
contention.

Also fixed the issue with delegation workloads in this PR
