Add graphical indication that recording is taking place #40

Is your feature request related to a problem? Please describe.
As a privacy focused assistant we care about the privacy of everyone that interacts with Mycroft. Whilst people can make their own tools, we don't want the default Skills to provide recording that isn't obvious to anyone in the room.
Describe the solution you'd like
We need some type of graphical representation that recording is taking place. This already exists to a degree on the Mark 1. For other devices it might be the LED's, the screen gutter, or a complete qml GUI.
Describe alternatives you've considered
Any audible indication would interrupt the recording itself which is not ideal.
