Copy on DocumentCloud incorrectly states who has access to "Collaborator" annotations. #1281

The new DocumentCloud tried unifiying how annotations are titled with some of our other permissions, but made some things incorrect.

Anyone who has edit access to a document can see a "Collaborator" annotation. This may or may not include other members of the organization, but can include people who are not at the organization. The determining line is edit access, not organizational affiliation. We should probably swap the language back.

There's a range of good reasons why the permissions work like that, even though it breaks with the public/org/private paradigm used elsewhere.
