Seperate player max HP and the max regen amount:
- 2 new convars:
* `pregen.hpmaxregen <int>`
* `pregen.apmaxregen <int>`
The old convars (`pregen.hpmax` & `pregen.apmax`) now only correlate to the actual max a player may have.

pregen.hpmax&pregen.apmax) now only correlate to the actual max a player may have.Tested and seems to be working: Would love some more feedback.
Also included a version with HP/AP max overrides commented out. (Use case: Servers running many maps like MommaMesa which override it as well, causing degenerating HP from it's default max)
